To create the Sin City or single color effect in premiere pro, first drag and drop your footage onto the timeline. Next, apply the leave color effect to the footage. Click on the eye dropper and select the color of the footage you want to leave. Next, increase the decolor effect from 0% to 100%. Adjust the mode from RGB to Hue.
