In this tutorial I show you how to create a glitch stutter effect step by step. Step 1 is to drop. your video into. your timeline. Create a duplicate copy of the video and put it in video track 2. Now move the top video track 10 frames ahead. Next, drop the strobe light effect onto the top video. Change the duration of the strobe to .15 seconds and animate the random strobe probability from 0% to 100% over the duration of the clip.
Add the VR Chromatic Abberations effect and then reduce the saturation to 0%. Finally, increase the scale of the top video track to approximately 110.
