Creating a stop motion effect in Premiere Pro is easy. Step one is to place your video on the timeline. Next, go to your effects panel and select the posterize time effect – place it on the video. Finally, go to your effect controls panel, select posterize time, and reduce the frame rate from 24 to anywhere between 2 – 4 frames per second.
