In this tutorial I show you how to create a unique video glitch step by step. First, Duplicate the clip you are using. Then add the strobe light effect and then adjust the strobe period to .1 seconds. We also keyframe the probability from 0% at the start to 100% by the end of the clip. Also, make sure to set the strobe effect to makes layer transparent.
Now offset the top clip on video track to by a few frames. Then add a tint effect to give it a slight different color. Finally, look at adding the VR Glitch effect to really sell the effect.
